2004 Legislative Session Review

The Florida College of Emergency Physicians specifically targeted several areas of legislative efforts in 2004, primarily:

  Medicaid Fraud and Abuse,

  Medical Malpractice,

  Limitation of HMO Emergency Care Payments,

  Affordable Health Insurance,

  HMO Provider Contracts,

  Trauma Care,

  Off-Site Emergency Departments and

  Florida Stroke Act.

Off-Site Emergency Departments

(SB 2448) ­ Language was added to the bill directing the Agency for Health Care Administration (AHCA) to conduct a study as to whether off-site emergency departments were in the “public interest,” and if so, under what criteria they should be licensed. Until the study is complete, no more off-site emergency departments will be licensed. There are currently two in the state (Ocala and Destin) which will be allowed to continue operating. FCEP will be following up with AHCA to participate in the study.
